feat(messenger): natural language command parser (NL Command)
- core/nl_command.py: Ollama LLM + rule-based fallback
- POST /api/messenger/bot/nl: new NL endpoint
- /bot/command: NL fallback when no command matches
- 9/10 rule tests PASS
